Kachin State Comprehensive University (KSCU) was established in May 2022 to provide continuous access to higher education for local ethnic groups, children from underdeveloped border areas, and internally displaced families in Kachin State. 

The initiative began in early 2021 when Education Ministers from the Interim Government, members of the Interim University Council at Myitkyina University, and representatives from the Kachin administration convened to discuss establishing a university system in conflict-free zones within Kachin State. By February 2022, this collaborative effort resulted in an agreement to open KSCU in Laiza.

The university commenced its operations with the launch of the School of Arts and Sciences (SAS) in August 2022, featuring an Intensive Program for third-year and fourth-year students. In December 2022, discussions between representatives from the Interim Federal Medical Council and KSCU administrators led to establishing two additional schools: the School of Medical Sciences (SMS) and the School of Nursing Sciences (SNS). These schools were officially opened by February 2023.

In August 2023, KSCU inaugurated a science laboratory to support university studies. Building on this momentum, the university expanded for the 2024 academic year by introducing the School of Technology (SOT) and the School of Economics (SOE) and launching its first Human Resources (HR) training program. Continuing its growth, the university established the School of Agriculture (SOA) in the 2025 academic year.
